Existing RTOs Transferring to NARA

Eligibility for NARA Services

To be eligible to use NARA as its registering body an RTO must be delivering training and/or assessment or have firm plans in place regarding delivery in more than one State or Territory.

The RTO will either:

  • be registered on the National Training Information Service (NTIS) as operating in more than one state or territory and have evidence of its operations in different States and/or Territories,

    or

  • have evidence that it will commence operations in another jurisdiction within six months.

State and Territory senior officials agreed on the evidence they will accept of an RTO’s multi-jurisdictional operations.

Assessment of Eligibility

Each State and Territory has its own authorised registering body with responsibility
for registering RTOs.

An RTOs eligibility to transfer its registration to NARA will be assessed by the relevant State or Territory registering body.

 

Schedule of Fees

There is no fee for transferring to NARA.

NB: There are some differences in the fee arrangement for Queensland RTOs - refer to:

An annual fee will be payable to NARA twelve months after the date of an RTO’s transfer and annually after the date of transfer. Payment of this annual fee is required for ongoing registration.

NARA will invoice RTOs prior to their annual fees being due.

Transfer of Registration Details on NTIS

The RTO’s existing State or Territory registering body will determine the eligibility of the RTO to transfer to NARA on the basis of the evidence provided by the RTO and normally within ten working days.

If eligible, the transfer to NARA as the RTO’s registering body takes place overnight with amendments to the RTO’s details being entered on NTIS, the national register.

After the change of registration details appear on NTIS, NARA sends the RTO an updated Certificate of Registration confirming its new RTO registration details.

The RTO’s former State or Territory registering body will liaise with NARA to arrange to transfer a copy of the existing RTO file to NARA.

 

Changes to NTIS ID

RTOs transferring their registration to NARA will have a change made to their national ID code on NTIS, a number ‘1’ will be added to the front of the RTO’s current ID number.

 

Changes to Testamurs

RTOs transferring their registration to NARA will need to make the following changes to their testamurs;

  1. include the new NTIS code; and
  2. add the NARA logo.

Audit Requirements for Transfer

State and Territory government officials have agreed that there is no need for any RTO transferring to NARA to re-register or undergo an audit associated with the transfer.

At the time of transfer, an RTO’s existing period of registration will remain the same.

The only change to the RTO’s registration is that NARA becomes the delegated registering body managing its audit and registration.
