CRICOS Providers Transferring to NARA

Commonwealth Requirements

In order to be able to deliver training to overseas students, an RTO must gain approval to be included on the Commonwealth Register of Institutions and Courses for Overseas Students (CRICOS).

Under Commonwealth legislation CRICOS approval is granted on a state by state basis.

When an RTO transfers to NARA or registers with NARA and also seeks CRICOS approval, a separate CRICOS number/ID will be granted by the Commonwealth for each State/Territory of delivery.

Separate fees for initial CRICOS approval will be payable to NARA for each State/Territory in which CRICOS approval is sought.

Legislatively, the RTO must comply with the The Education Services for Overseas Students (ESOS) Act 2000 and the National Code of Practice for Registration Authorities and Providers of Education and Training to Overseas Students 2007.

Registration Process for CRICOS with NARA

If you plan to seek registration for CRICOS with NARA, you should follow this process.

  • Ensure you are familiar and can comply with the ESOS Act, National Code and any relevant legislation for every State/Territory in which you plan to deliver training for overseas students; www.aei.dest.gov.au
  • Determine which training your organisation wishes to offer students. This is known as the intended scope of your registration.
  • Contact and engage the services of a NARA Endorsed Quality Consultant.

  • The Quality Consultant is there to assist you to comply with the ESOS Act and National Code as well as to prepare your application for registration prior to submitting to NARA.
  • The Quality Consultant will assist you to set up your RTO’s pages on a NARA secure website and to load your application for registration there.

NOTE: You must submit a separate application for each State/Territory you wish to operate in as a CRICOS provider.

  • Your application will be reviewed by a NARA Client Relationship Manager.
  • The Client Relationship Manager will assign your application to a NARA Lead Auditor who will contact you to make arrangements for your audit against the National Code of Practice for Registration Authorities and Providers of Education and Training to Overseas Students 2007.
  • The scope and time for all NARA audits is determined on a case by case basis depending on the size of an RTO and its proposed operating locations. This audit may include aspects of the RTO’s AQTF registration, however it must be carried out separately for each CRICOS application.
  • When the audit process is complete for each State/Territory in which your RTO is applying for CRICOS approval, an Audit Report will be submitted by the Lead Auditor for review by the Client Relationship Manager.
  • After considering the Audit Report, the Client Relationship Manager will make a recommendation to the NARA General Manager in relation to your Application for Registration.
  • If the General Manager NARA is satisfied that all requirements have been met, an approval to register is recommended to DEST.
  • Provisional approval is then granted by DEST pending final checks.
  • If satisfied that compliance requirements have been met, DEST completes the registration process and grants your CRICOS registration in each State/Territory for which you have submitted an application.
  • DEST then notifies you and arrangements are made for you to access PRISMS.

  • Once you have received your CRICOS registration number and access to PRISMS, you are then able to begin marketing and recruiting of overseas students in accordance with the ESOS Act and National Code.
  • If your organisation does not demonstrate compliance with the ESOS Act and/or National Code, NARA may refuse to recommend its registration to DEST.
  • Alternatively, in the event that non-compliances and/or improvement opportunities are identified, you may be required to rectify these issues within a given timeframe and be reassessed against any actions taken, prior to a decision being made in regards to your CRICOS registration application.

Approval for Changes in CRICOS Activity

CRICOS providers, from time to time, plan to add new delivery sites, delivery capacity and courses to their activities.

CRICOS providers registered with NARA must seek NARA approval for any proposed new training site and/or increase in overseas student capacity.

The approval process will include an audit for compliance against the ESOS Act and National Code.
